Abstract

John Heinz was a demanding, data-driven, tenacious policymaker, distinguished by his compassion for aggrieved citizens and his effectiveness in achieving passage of legislation. The issues highlighted in this case study represent only a few of the many areas in which his work has had long-lasting public policy impact. Heinz’s considerable substantive policy contributions are not the only memorable aspect of his legacy, however. He was a personal inspiration to many who served under him and who have moved on to other influential roles in the last 20 years, and some believe that the reasoned, bipartisan legislative style in which he specialized is needed today more than ever.
