Abstract
In August 2022, the UN Committee on the Elimination of Racial Discrimination (CERD Committee) examined the U.S. periodic report on compliance with the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD or CERD), a key global human rights treaty which the United States ratified in 1994. This shadow report was submitted to the CERD Committee as part of the official documentation, responding to the report of the U.S. government and pointing to evidence from Pittsburgh that illustrates gaps in U.S. compliance with its commitments under CERD. The report was compiled by a coalition of Pittsburgh human rights organizers, led by lead author Jackie Smith. It includes recommendations for policy changes that would improve racial equity in Pittsburgh and other urban contexts.
