Abstract

The intent of this essay is to provide an overview of the Patient Protection Affordable Care Act (PPACA) Consumer Operated and Oriented Plan (CO-OP) program, discuss its performance, and the effects it could have on the health insurance market and consumers. The outcome of the program is important as the healthcare landscape continues to evolve and stakeholders continue to debate the most effective healthcare financing models. The public health importance of this topic is represented by the potential of the program to heighten market competition, increase affordability for consumers and improve access to health insurance.
