Abstract

SCONUL is a membership organisation of 135 university, college and national library and information services in the UK and Ireland. In summer 1997, SCONUL organised a workshop for a small group of institutional representatives to articulate a vision of the networked information world in 2002-03 to assess the impact of technology and other environmental factors on the future development of library services and facilities. It was timed to follow publication in July 1997 of the Report of the National Committee of Inquiry into Higher Education, Higher Education in the Learning Society (the Dearing report). Key themes of the vision include an enhanced role in learning and teaching, including personal help to users and more formal teaching by library staff; students choosing the library as a place for private study, group work and IT help; an important role in creating national research information infrastructure; proliferation of electronic resources alongside continuing importance of print collections; and a significant requirement for investment in staff development, including development of learning support skills and refreshment of professional/technical skills. The vision statement is supplemented by 26 planning assumptions related to technology, publishing, national libraries, higher education, teaching and learning, and research, along with agenda for action.
