Examining Policy Implementations to Improve Medicaid Redeterminations During the Public Health Emergency Unwinding and Beyond.

Abstract
This essay focuses on examining policy approaches to improve the current Medicaid redetermination process during the public health emergency (PHE) unwinding period and beyond. It begins by highlighting the need for improvements at both a federal and state-specific level for Pennsylvania. The Centers for Medicare and Medicaid Services (CMS) has given guidance to states on how to best navigate the unwinding period to reduce procedural terminations of coverage. While Pennsylvania and other states have implemented a number of CMS’ suggested measures, there are still gaps in implemented policy causing individuals to lose their Medicaid coverage through procedural terminations. To mend the gaps in policy, one federal grant program to modernize enrollment and eligibility systems has been outlined in addition to three suggested section 1902 (e) (14) (A) waivers to Pennsylvania for implementation. The federal grant program to modernize enrollment and eligibility systems for states will not be able to occur until after the conclusion of the PHE but will benefit millions of Americans on Medicaid in the long term. The three section 1902 (e) (14) (A) waivers suggested for Pennsylvania could immediately reduce procedural terminations as soon as they are submitted by the Pennsylvania Department of Health and Human Services (DHS) and approved by CMS. However, these waivers will not be in place beyond the conclusion of the PHE unwinding. While the federal and state measures will by no means completely prevent procedural terminations of Medicaid coverage from happening altogether, they are certainly a good place to start during the PHE unwinding period and beyond.
