Abstract

The worsening mental health crisis among youth in the United States has underscored the public health necessity of ensuring adequate access to essential mental health care services. Medicaid recipients comprise a disproportionate share of the population with undertreated mental health issues. State Medicaid policy has the potential to help address treatment gaps within this population. The main policy goal considered in this essay is the expansion of school-based mental health services specifically through the Medicaid program—thus allowing an increasing number of children and adolescents to access comprehensive mental health services. By using the CDC’s Policy Analytical Framework as a starting point for assessing policy options that will help meet this goal, relevant pathways for improving accessibility of school-based mental health services are discussed. A significant proportion of the high-quality research into school-based mental health services is produced in Pennsylvania, yet there are opportunities for improvement concerning policy implementation within the Commonwealth. By combining the robust research infrastructure along with the adoption of identified policy solutions, Pennsylvania can become a leader in expansion of school-based health services under Medicaid and serve as a catalyst for policy innovations nationwide.
