Distributional Equity Analysis of Residual Risk for National Emission Standards for Hazardous Air Pollutants (NESHAP) and Stakeholder Engagement.

Abstract
Stakeholder engagement is considered an imperative in most policy and regulatory development processes and is required at the federal level through various statutes and policies. Whereas it is understood that agencies must incorporate stakeholder engagement in policy development, what is often unknown is to what avail the engagement has on final decision making. This work will examine the influence of stakeholder engagement of the regulatory decision-making process for addressing residual cancer risk from air emissions standards. To better understand this impact, this work examines EPA standards for hazardous air pollutants and public engagement strategies and the impact of that engagement of federal actions. By examining the engagement efforts of the EPA, the public comments received on a proposed action, and the final rule determinations, this work will explore the impact of stakeholder engagement on incremental decision making as well as look at distributional equity impacts based on the stakeholder engagement. As federal and academic institutions are increasing investments in outreach and engagement, this work can fill gaps in literature on whether increased engagement with environmental justice stakeholders is yielding meaningful results in air quality decision-making processes.
